As a general rule, a non-European permit is recognized for one year from the acquisition of normal residence in France; it must then be exchanged if it is exchangeable. Special rules apply to holders of a valid student title or RECE card, subject to conditions.

The periodic technical inspection of a passenger car must be carried out in France in the 6 months before the 4th anniversary of its first entry into service, then every 2 years. When a car over the age of 4 is sold to an individual, the seller shall provide a report that must be less than 6 months from the date of application for the new registration certificate. If a cross-visit is prescribed, it must be performed in the 2 months following the initial check. A car under the age of 4 can be sold without technical inspection to an individual; an unchecked sale is also possible to an automobile professional with an SIV agreement with the Ministry of the Interior. The driving licence in France has a capital of 12 points (6 for the probationary licence). For each traffic code violation, points are removed — from 1 to 6 depending on gravity.
