Step-by-step procedure

  1. 1Identify the type of application: (1) First registration in France; (2) Change of holder (purchase/transfer); (3) Move (change of address); (4) Duplicata (loss/theft); (5) Change (VP → utility, color, motorization).
  2. 2Cost: calculated on ants.gouv.fr with a simulator. Depends on tax power (CV), region of registration, age, CO2 emissions. Examples: city gasoline 5 CV 的200 €, diesel SUV 10 CV 的400 €, electric vehicle — free/reduced in most regions.
  3. 3Apply online on ants.gouv.fr (via France Connect or ANTS ID). Alternative: via a licensed garage/auto-school (cost 30–80 €).
  4. 4Parts for a change of ownership: old grey card (barred and signed by the seller "sold on..."), transfer certificate cerfa 15776*02, registration warrant cerfa 13750*05, proof of residence less than 6 months, permit for two wheels.
  5. 5Online payment by credit card. After payment — Provisional Certificate of Registration (IPC) in PDF, allows you to drive immediately. The physical grey card arrives by mail under 1–4 weeks.
  6. 6Moving (change of address): free or inexpensive ( 2,50 – 14 € fee). To be done within one month of moving. No new plates (since 2009, uniform SIV system everywhere).
  7. 7Technical inspection: for a used vehicle of more than 4 years — TB required less than 6 months when changing ownership. Without CT — refusal of registration.
  8. 8Duplicata (loss/theft): online on ants.gouv.fr with declaration (cerfa 13753*02) or complaint to the police in case of theft. Cost identical to change (CV × region).
  9. 9Foreigners: for the purchase of a vehicle in France — same parts. For the registration of a vehicle imported outside the EU — taxes and charges under a specific scheme (HT, TVA, customs duty).
  10. 10Vehicle type-approval: for modified or non-standard vehicles — DREAL type-approval. If modified engine, tyre size — new approval possible.

Common mistakes

  • Exceeding the period of one month — fine 4e class ( 135 €), possible immobilization of the vehicle.
  • Driving without ICC while waiting for the grey card — risky, although the law allows it.
  • Do not pass the grey card on to the seller at the time of sale — you remain legally responsible.
  • Go through an unauthorized garage — more expensive, not online.
  • Do not update the address when moving — fine, problem when checking.
