Le terme russe « ПМЖ » ne correspond pas à un titre français unique. Selon la situation, il peut s’agir d’une carte de résident, d’une carte de résident longue durée-UE, d’une carte de résident permanent ou de la nationalité française. Les outils Vitalpes préparent la démarche, mais ne confirment aucun droit et ne prédisent pas la décision de l’administration.
01 · Overview
A course of preparation, not an encyclopedia
This section combines a careful guidance guide, practical training and a local workspace. Each result distinguishes what is ready, what remains to be verified and what is missing.
Four concepts often confused
These maps provide benchmarks, not an exhaustive list of conditions. The path depends on the legal basis, nationality and the family and professional situation.
Resident card (10 years old)
Long stay card issued on several bases. For a first card covered by the 2026 rules, the B1 and the civic examination CR are generally required; exceptions depend on the basis.
Long-term EU resident
Separate route: it normally requires 5 years of regular and uninterrupted stay, resources, health insurance, integration, the B1 and the CR civic examination; it facilitates a stay in another EU country, where a local title remains necessary.
Permanent resident card
It can be proposed for the renewal of a resident card; after two consecutive cards, it is offered systematically. "Permanent" does not mean a support without maturity: the card is valid 10 years and renewable.
French nationality
Naturalization by decree and declaration by marriage are distinct. Level B2 has been required since 2026. Civic examination concerns naturalization/reintegration, not marriage declaration.

04 · Civic examination
Civic Exam Training
The questions are written by Vitalpes on the basis of the official programme. These are educational simulations, not a leak or a copy of unpublished situations.
Official format: 40 questions, 45 minutes and at least 32 good answers. The algorithm divides 28 knowledge questions between five themes (5/6/5/8/4) and 12 situations between values and rights (6/6).
05 · interview
Simulation of the interview for French nationality
The tool mainly prepares the interview related to naturalization or a declaration of nationality. For a resident card, use it as language training and follow only the summons received. The accent is not evaluated.

The "resident" route below refers to the EU long-term resident card with its five-year benchmark. Family, protective or private foundations require other rooms. No files are received: check the list with ANEF, Service-Public and your prefecture.

Uncertainty Management
Vitalpes does not render individual legal opinion, does not calculate the probability of acceptance and does not replace the list of your prefecture. Exceptions of age, health, international protection, bilateral agreement or special basis are always indicated as items to be checked.
